If a company lays off workers due to low work volumes, it knows it can hire them back (or decent replacements) when things get better - it has always been so. Management is a little different, particularly good management; they generally have more time with the company, understand its culture, and are harder to replace. It's all about survival of the Company - without the company there are no employees at all.
