A manager becoming an IC could be due to many things, including possibly demotion.
A manager becoming an IC is not demotion. A demotion could be due to office politics.

I don't think the algorithm checked for demotion. You're right TIG would be more positive if you took a demotion and possibly kept some people out of the crosshairs.
