HR should have created a distribution list on outlook called "All Intel Employees". And added everyone to it. Then sent an email to that list with something inane that no one would want to hear about followed but reply all that was equally inane.
Then, anyone who replied all with "please remove me from the distribution list" gets let go. (Cause they asked to be removed from the all intel employees list... ) And they could call it voluntary... :)

What about something truly inane: we'll (INTEL BOD) need to/should reduce INTEL headcount for 12k employees till June 2nd, 2016? Does it sound enough inane, or should we make it really inane insane, let go 12K x 2 (maybe x 3)?!
