Natural many managers refuse to admit it.
But for those who really care, come have a chat with the engineers. Those who have spoken out had been ISPed. Us remaining have a lot to tell but we never talk about it.
So Vice Presidents, Directors and managers if you really want to know the difficulties the engineers have to face just to perform simple tasks...please demonstrate your sincerity that you want to understand the issues and help us, come meet us and we will tell all.

Managers: Get to know your direct reports!! It's amazing how many managers at Intel really have no clue what their employees do. It should be mandatory that managers meet 1:1 with their direct reports on a regular basis. I've never had any 1:1's with many of my Intel managers over the years.
That is a very true statement.
What I meant by 'slow' is slow in productive work that customers would appreciate , work that competitors would fear. There is really nothing we could do. Talk to us and you will know why.
Intel is slow for those who aren't politically connected. For those who are in the "in group" processes and funding allocation can move remarkably fast and with little oversight.
For everyone else, it's endless process: months of making, editing and socializing Powerpoint presentations to beg for the scraps in "decision forums"...
This is how bad ideas from "in" people have legs and how good ideas from everyone else are ignored.
