This issue is rampant in IT , most management positions are dolled out to friends and relatives.

You are taking this to the extreme. If you started a company or bought a company, would,nt you hire folks that YOU inherently trust? One would think you would bring qualified folks in, but it's YOU, the owner's call...Be it your kids, extended family or friends, It is only normal... don't see anything unethical in this scenario.
I think the problem being raised here is that, the same thing seems to happen at all level where it is really not justified and the mangers who are doing this is by definition of their role NOT (and should not be) authorized to make such calls, as in bring in their buddies, families and start a ghetto click.... these asskissers fraternise with higher managemwnt and take advantage and misuse their titles to hire based on nepotism alone.

Several complained about cronyism in hardware systems to HR and VP. No action was taken.

I heard rumors of this VP who is trying to get his wife back into Qualcomm after she left Qualcomm 4-5 years ago for personal reasons. And now wanting to come back and rejoin work force taking the "easy" way into Qualcomm.
Who is this SVP and Sr Dir? These folks need to be reported by calling the ethics hotline!! What happens after a complain is made regarding unethical deeds?
chinese hiring only chinese. Chinese promoting only chinese. look for SD GPU team, upper layers are full with chinks ( non chinks are sidelined).
Golf,Bo, Chun,Dun,Chihong,Yihui,Weifeng: all directors with no vision, no transparency in system, just use different terms to showcase same stuff. They are all oldies who got promotion because of number of years and not because of skills.
these chinks follow dictatorship and lower level chinks obidiently follow upper level chinks. those who ask more questions are shown door.
