Does anyone know what are they referring to when they say G55, I have heard so many rumours. What does this mean layoffs?

I have heard it explained like this. Gee, 55 trains sitting idle on the track, 0 crews on hand because UP cut off to many people to meet their G55 goals. Customers be damned, they are only worried about their numbers looking good on paper.
