Not sure when it happens, but Europe and a few other regions have ISP/VSP/ERP to go through, plus site closures and possibly efficiency cuts. Delayed, not forgotten. This is why BK said that we won't have meaningful numbers until November.
Yes, although BK said no more layoffs company wide, he meant the week he is saying that. He did not say layoff at Intel will never happen anymore this year.

According to the BK's forum, no company wide ISPs. I thought it meant no metric based ISPs. Does it mean we will still have some ISPs due to group/business specific cuts i.e. Efficiency. It is tiring...

Next round is in Q3 and is going to be targeted for structural need and efficiency totally unlike this bungled round. It is aligned with hoe BTS looks and new adjustments already defined.
A third round is target for Q2 of 2017 based on holiday refresh progress and possible worst case schenario planning if 10nm continues to slip. Those plans have also been reviewed as MCM
