If you are talking Waco. It is called the Bell Helicopter influence. Durance started the down fall when he hire in Bell #1 moron, soon to be followed by a mass of others. To make up the errors they are now putting anyone that can spell quality in quality slots. I 'm sure the customers really like it when things like SOF, critical items and COTs have to be explained to the new staff.
