The price of oil is rising. It will continue to rise now that the Halliburton , Baker merger is over. The merger was an obstruction and now the price of oil is free to rise.

Part of that $500M is likely depreciation of assets that are on the books. Since BHI has said they're going to reduce pressure pumping to two basins, it's a good assumption that means equipment as well. I wouldn't be surprised if half of that $500M cost savings will be depreciation.
