For those of us left to clean up after the massacre, will the healing begin right away? How long until its business as usual again? I realize change will be the only constant from now on but my entire remaining team will be drained if we can't get to some level of stabilization and normalization.

Time to work like a rabid weasel on meth, as the project deadlines aren't adjusted.
Use the VAPID method to make your decision making slower, which will increase your efficiency.
Have every action you take approved by 2 levels of management, which will improve your effectiveness.

How much money can Intel afford to pay you if the PC market keeps contracting?
Why do you believe this will change anytime soon?
Do you really believe that IoT, 5G and Memory will stabilize the losses in the client?
It's pretty naive to think that.
The ARM competitors are going to continue to hammer money out of Intel.
Intel isn't facing just one competitor. They are facing a much larger conglomerate of ARM+Apple+Qualcomm+Samsung+TSMC+Mediatek. The combined entity is many multiples larger than Intel and can steamroll over it.
The beatings will continue until morale improves...

It's unfortunate and sad to say that this has been the status quo for at least 4 years now, if not longer. Each and every time they've done these VSP/ISPs, there has been little to no regard for aftermath management or how decisions from executives to shake things up would impact on-going projects. You end up with important/experienced point of contacts essential to your project goals/success leaving Intel with no adequate backfill. People who shouldn't be program managers or managers end up inadequately filling the void, resulting in dysfunction and lackluster results. Not only that, but non-existent communications from management level to help keep spirits up of those who remain results in a low moral environment full of confusion, fear, uncertainty, and doubt. It's no wonder Broxton gets chopped before it even takes flight, and we end up with revisions of Skylake and other things as stop gaps due to incompetent leadership from the top. Of course, those folks don't get on the chopping block or get hurt as much as the lowly grunt workers below them. If they do get the boot, it's with a golden parachute.
