Ah well, it's much cheaper from a financial standpoint to fail with bad management and no engineers, than with bad management and good engineers. :-P
Hey, aren't you aware of the STEM shortage? Intel management has taken action to address the low supply of engineers by paying engineers to leave. Then Intel won't have to worry about the shortage.
OP is 100% correct.
In each round of VSP/ERP over the past 3 years my team has lost the best and brightest engineering talent (inb4 "if you're still there then you must suck"). Even the past 2 years of ISP's have had their "oh sh--" moments when you realize someone very good (like JPelner) was hit thanks to a bad situation or a vengeful manager. In 2014 my team lost 3 superstar RCG's to the VSP because they were smart enough to read the writing on the wall, and were mobile enough to do something about it. Seriously, those three would have all been PE's in 15 years and were paid to walk. Such breathtaking short sightedness just to hit some spending target on paper.

Some took VSP just to break loose from lousy, micromanaging, insensitive, rudderless managers. Some managers are such creeps who will not stop at giving you a bad review if any of their direct reports moved to another group. So vsp was the best option for those. Take a 6-8 sabbatical and come back to Intel if Intel does well, else go someplace else.

Hey I got many many weeks of pay, getting hired takes multiple weeks, during that time, get up late, enjoying playing video games, surfing layoff.com, then take some grand vacations, before taking my signing bonus to my new gig. During the next year will have double healthcare coverage, double salary, double everything, thank you Intel.
The layoffs sent home some really good engineers. Today it's them, tomorrow it's you, just with a smaller package.
I don't believe many were dead wood. The ones responsible for the 10 nm, foundry, mobile and many more debacles are still around. Those are the dead wood collecting much more than those let go. How many managers and VPs were let go?
Hey many of those let go were older, thus we are sitting on 36 to 50+ weeks of pay, those that made rule of 75 could be taking that plus two years of stock and anywhere from 20-30K in SERMA too.
As we enjoy our 6 months of job hunting, golfing, etc. we got lots of time to come poke the titanic.
How is 14nm yields doing, they at 22nm levels yet?
Why are there more products coming on 14nm, could it be that 10nm is late, really late.
How is 10nm doing, what happens if it slips to 2018.
How is intel doing at IoT, memory, and foudry, don't believe the growth numbers easy to grow big if you start from 0.
How much is PC going to decline this year, how much is ARM going to grow.

If those that were let go are really world-class, they will get absorbed by some other tech company and would never visit sites like this to vent their frustration and hatred towards intel. 99% of the folks that were shown the door are utter useless maggots claiming credit for success brought by someone that they don't even know. Intel is not a mom and pop shop and can very well attract the best brains in the world as and when required. Those leaving are just following the old fox's saying - "Those grapes are sour" - and coming up with their own "Intel will die without us". Useless losers :)
