People are starting to be told if they are not meeting management expectations....although usually this is because they are not the "pets" or their job has been changed multiple times in a given period. I expect this is in preparation of who will be added to the LR list.

It s---s....same thing different year. It will be interesting to see if the teams who say they are not losing people end up with LR people also.
Right now, in my group it feels like a 'dog eats dog' scenario - everyone is anxious and people are dancing around their managers in hope they will get a preferential treatment once decisions are made. It's sad to see this happening, it was a fairly tightly knit group of people.
All (but one) managers are from a certain region in a foreign country and people are already speculating that they will be protecting only people that come from the same region. This creates tension and a HUGE rift right now.
It's all whim and Grade level whimsy. They knew they were going to lay people off, which is probably why they stopped conducting annual evaluations.
