It's mandatory for an employer who offers pto and or vacation to pay the time earned by the employee on his or her last check in California. Some other states may vary.

Your state may very but earned vacation time IS payable in some states, regardless of policy. Law trump's wtf policy.
The standard severance package is "Don't let the door hit your sorry a-- on the way out"
So what is the severance package now days if you get laid off

What the hell, is that even legal? It should be.
They will not pay out for vacation anymore.
The only exception is if you carried time over from before the change they've been paying that out, but after the end of this year you'll lose that time as well. So no more payouts.
