Intel management say they are bout interested in low margin IOT although they keep touting 50bn devices. How can a manufacturer that products 200m units a year compete in thus market?

THey can't compete.. they have never competed effectively in the commodity market, nor markets where there were capable and well funded competitors.
They could choose to compete but don't.. They have always retreated to the most easy high ground, this time that high ground of x86 server is a false high ground.
The rational one to start a push would be ARM aps processor, next would be high end visual computational for someone like AMD or NVIDIA all could really leverage intel process capability.
