9 block rating was done at this years' mid year review

I can confirm a 9 block rating was done at mid year review. The rating was put in the manager comments. This was the first time I remember it being done ever at mid year. It was communicated to me in my review and I confirmed it was in the comments when I approved. I went back and confirmed it had not changed after I approved. Rumor is they will use that as justification for the RIF and it will prevent rehire if you are in the outer elbow.

I have to say - not the same company I remember joining and lots of firsts this time. No communication at all, people put in outer elbow with no warning after good reviews and ratings previously, 9 block ratings at mid year, cutting of MIP, secrecy at all levels including Directors being kept in the dark and the rumor mill going for over a month with no one trying to keep it from affecting productivity.

In 5 block should mean Survival List. RIF blocks are in the outer blocks 6 / 8 / 9

if have block rating 5 out of 9 , where the person will be ? in RIF list or survival list?

If your group has long term projects, they use you and you're covered for the near future, perhaps it is not likely; however, if they decide to transfer your function abroad to reduce costs, or you are not covered by a project for the next several months because it did not come through yet (no MAT load), your position can be eliminated regardless of performance....last time they let people without performance issues go (job eliminated) and also others because of performance. Key word here is department "yield", not even one hour of overhead charged.....not even personal time to visit a doctor, etc. Last year some groups were asked to use "personal" time after working hours....
