I heard that part of the deal with KBR included not allowing HTSI employees to transfer to other Honeywell entities thereby avoiding a brain drain after the announcement of the sale. Is this true?

Yes it's true. Frozen as of April. They didn't even tell the hiring managers.
They did the same to the HPG group when they sold them off in 2008. They froze the employees 6 months prior to the sale without their knowledge. You could apply for jobs but you were flagged by HR not to be considered for interview.
