Yes you will be paid for all unused PTO. There would probably be a revolt otherwise.
When i was laid off in Oct. 2013 I had over 100 hours of PTO and I was paid for it all.
If you live in a state (like CA) that lets you accrue. That's why many supposedly progressive tech companies are moving to "unlimited" PTO. If you can't accrue, they don't need to pay out when you leave.
