Does anyone know what the rules are for filing for unemployment with a severance package?

Sorry the republicans had a hostile takeover of NC. They lump everyone who lost their job as a bum on welfare. Of course thats absured I earned that unemployment check after 8 years at Cisco and 30 at other companies before that. They got caught rigging the district boundry lines and will be thrown out in two years but they have two more years to wreck NC.
The republicans decided to slash the max weekly rate (was 500+ to 350) and reduce the max weeks (from 99 to 10). Shortly after that they decided to make it almost impossible by increasing the contacts per week from two to five, and as stated above just sending in a resume to a job listing isnt good enough anymore.
You can only begin to collect unemployment once your severance is consumed, based on your normal pay rate.
The problem in NC is that, to qualify, you must have five (Yes, FIVE) contacts in a week to be eligible for payout. You must contact a hiring authority within that company. I tried to do it, filling in the gaps with un-related employment targets, but finally gave up. But, hey, one more off the un-employed roles makes the un-employment rate look artificially better.
