How can they sponsor H1Bs and Green Cards when so many people have been laid off? NOV has to certify that there are not enough U S citizens to fill these jobs.

Agreed. NOV is a business and thus has to focus on its own interests and bottom-line. in most cases, perhaps a bit too much above all else. As a result, very little loyalty - from Company to employees, and vice versa. "Every man for himself". Case in point, a segment president was recently found allegedly running his own racket on the side.
Effectively, every rank and file employees in his business units bused their butts, so he could be in his position, to take the Company to the wringer. Unfortunately, he was not the only one taking advantage of his position for personal gains.
Have you look at the salaries? Getting $140+ a year is not less even for a manager.
Well its a smart strategy for any business. H1B people get paid less plus they cannot switch their jobs without going through a lot of hassle. They end up staying with the company for a long time. Being patriotic is a good thing but its not always the smartest thing from a business point of view.
