Seems like it would be good for the company to run a perpetual EOI, so that people that get tired of it can quit at any point in time with severance.

I think that is a very good and FAIR idea, i think of the people who have retired in the last few months that would have loved to get the EOI.
Problem is, that's not how EOI works. You don't get severance simply because you say you want it. There will come a point when they'll have to just "starve" people out. It will be so miserable people will just resign, no severance required...when it reaches that point, they won't be able to afford severance for anyone.
We do have perpetual layoffs, don't we. I think people lost all faith in this company. Dog eats dog...
