This has the side effect of bootstrapping China's compute infrastructure for weening off Intel altogether for not just supercomputers but all kinds of computers.
It's because of export restrictions. China can't buy too many Xeons per the US govt sanctions.
So, they'll roll their own with ARM or their own ISA.
