I am in a critical position but for me, the dark cloud that they put over us while we wait for the LR to happen is ridiculous. I spend a third of my day counseling my employees who are worried about their job. Come on guys, just rip the Band-Aid off. It's time for everyone to move on, so speed it up...

Some countries have rules about advance notice to government for layoffs. Rest assured that the cuts are already in the works, but may not actually be communicated to those affected for months.
