If Baker pays me less, I work less. I'm going to take 5% longer bathroom breaks. I will shake it a couple extra times to make sure it's dry and wipe it more just to make sure it's clean.

Yeah... That's what a furlough is: you work less, they pay you less. Specifically, you work 4 less days this year, and they don't pay you for those 4 days. How long you choose to wank it in the toilet is a different matter entirely.
