When do they get discussed among upper mgt?

Preliminary annual ratings get decided just after mid-year. Unless something dramatic happens there is rarely a change. Biggest driver for change are HR and Senior Management targets for ratings distribution among the boxes E/E, E/M, M/E, M/M, etc. If the distribution is not "right" then managers in a LOB will meet and negotiate regarding who has to be moved up or down. A lot of horse trading happens. "Okay, I will put X in M/M but you need to let me keep Y in E/E because I need to justify promoting him or her next year." From a compensation perspective the How rating is largely meaningless - particularly post BAC - unless someone is off the charts obnoxious.
