I've heard that the new guidance is to give RSUs to all GL10+ except to those on exceptionally low performance (pip or bottom 10%). Is that true

RSU is given to G6 and above & it all dpend upon mgr.

The comment below (1oht) is spot on. This comes from multiple sources in management.
Those that cry BS are correct. Both the size and number of RSU grant are reduced a lot this time, and the reductions are more on th lower grades. Usually most G12s get RSUs and this time it's only for the top performers. G11- were infrequent anyway and now it's about 10% I think. So don't be upset if you don't get them!
I heard something similar - if one is at grade 10 he should either be given RSUs or be managed out. Promotions to grade 10, will include RSU grant. Also some percent of grades 8/9 is to be given, but don't know how many. This goes along with general change in guidance about proportions between numbers of grades in BUs.
