Part time TM's don't care and don't stay. It becomes more expensive to keep rehiring employees. Not to mention they call out leaving us high and dry.

I had an interview today. M-F 6-3, twice as far, maybe a pay cut, no central air or heat. Will probably take it just for the hours and benefits.
In the interview they asked me how many hours I expected. I said 25-29 because I wanted the job. They said okay. I get 19.
What I have seen is that these people are in transition, and when something better comes along they are gone.
You're right, you can't ask those outright. But being upfront about this being a position in which they receive no more than 19 hours and letting them know it's unlikely that this will be a full time, bread winning type job and asking if they are okay with that will usually lead to answers like "sure, im a stay at home parent/retired/in college" or "oh I was really hoping for full time down the line". It's worked out for us.
@1uom- it's illegal to ask those questions in an interview or discriminate in hiring based on age or marital status.
From what I've seen from no-benefits part timers is that they fall into two categories. Those who need an income during a transition and don't stick around once something better comes along, and those who don't care at all and stick around and do only as much as they have to. They usually screw up a bunch of times and get fired, or just disappear once they start getting scolded.

Nah you just gotta hire right. Students, retirees, stay at home moms. Those work for us or people with a full time job that want. 2-3 extra shifts for easy cash. Be up front when hiring. Let them know the 19 hours is all they will get and you probably will never hire for full time unless a full timer leaves.
Two months, sounds right very rarely does anyone make it to a vote anymore.
I'd be happy with PT 20! I think that's just something they say they have, but don't actually use it. I'm going to apply at a DC tomorrow.
Yes, about every two months. Very time consuming and expensive.

Who'd a thought that non career minded PTers would not be as effective as career minded full timers? Whole-Mart, half a--. The corporate dingle berries are locked in a short term mindset. "We can increase profits today." But long term profits are f---ed. Best thing that can happen for whole food employees is a buyout by a company with a long term plans.
Hey...that's what I call job security and free entertainment. Somebody gotta unload the truck and stock the shelves.
