Or are they aimed at H1-B's? Simply because there's more H1-B's graduating now than appear to be actual U.S. citizens.

Most of the postings will be for what are already filled positions with H1B renewals. They will be crafted in such a way as to ensure that no white, male, US person (green card or citizen) can successfully pass the first screen.
Some will be "fishing trips". Often managers in tech are exhorted to always look to "upgrade the team" whether by finding younger and cheaper (yet mediocre) talent that can be driven harder, or the rare superior person who is down on their luck (site closure, startup failure, mass layoff, etc) and can be acquired cheaper than ordinarily expected.
Problem most American born parents let their kids play video games and sports and they go to college and get schooled by foreigners and from their is is down hill. A little sacrifice for a few years means decades of good salary. Sadly most Americans think it is entitlement.

@jby you are wrkng, if h1 is thru a consulting firm like h1b, the app states they provide services to high tech. Have you ever seen a H1 application? Call the INS and waste your time and show up on a gov nut list

most h1b work illegally, if you see a h1b at your work site file a complaint with Immigration (ins). They dont have permission to work at third party work sites.

Major companies are planning layoffs, they are getting ready to reduce low value employees with better value people. Our group laid off people, but we replaced those people with better skilled, better value ppl. Have you seen a validation engineer use tools and methods five years old
A lot of those are for H1Bs waiting for their green card if no one hired for that position
Job versus a career that will be rewarding, feed the family and put the kids thru college is a different matter.

There are jobs just long term prospects are not good at many companies. Layoff in cycles and rehire at lower wages or move jobs abroad at lower job markets.
There are plenty of jobs for those skilled and qualified.
