Richmond Refinery Upgrade

So I read today that Chevron, aka 'The Chev' will spend 1 billion dollars to upgrade the Richmond Refinery (in California) to meet the gasoline requirmeets of that state. It seems that the land of nuts and fruits has unique gasoline blends to meet environmental standards that only exist in California. Also, that state has no pipelines, so all of the fuel must be transported by rail and truck. That extra billion has to come from somewhere.

Chevron should show those b!tching Richmond City Hall politicians who like to squeeze us hard for cash. We are the number one employer in that city, yet those bloodsucking pricks have a hard-on for us. I'd show them our patience has run out by closing the refinery, tearing it down, then converting the entire thing into a bulk fuel storage terminal. We would save money by needing only one tenth the personnel. Just put up a tall fence around the perimeter and have everything shipped and barged in from the Gulf Coast... and for the 'coup de gras', increase the price of gasoline and diesel for those Californians.

People who have worked at Chevron know first hand the Chevron cult of political correctness and diversity. It is all consuming at that company. It makes perfect sense that corporate headquarters has remained in California.

1ycx - Perhaps, as you say, this latest billion dollar bet WILL payoff. But,... when one considers how the state has devolved, how it continues to devolve, the bloated state budget, the ever increasing population (and the fact that the largest part of that population increase consists of the least educated and most needy), and the accompanying insatiable appetite for tax increases,... then, couple all THAT with ever more draconian environmental restrictions,... THEN, "axe" yourself,... "who's LEAVING the state, if they can?" The wealthy? Corporations? Or,... the dregs of society? It's the FIRST TWO categories, Amigo. And, that means that the ratio of low income, less educated, and more likely to depend upon the State for welfare, etc., not only REMAIN, but, they continue to GROW in number. Sound like a long term growth plan for success? No,... it does NOT.

The article is from Reuters. California has a fixed number of refineries and has the highest number of registered vehicles. Since it is very unlikely that more refineries will be built and gasoline cannot be imported from other states, Chevron management believes there is upside profit from the Richmond refinery and the 1 billion dollar investment in upgrades will pay off in future years.

California. Another Liberal, whack-job, nut case stronghold. I grew up in the state, all the way through college, then, the language institute in Monterey (Defense Language Institute). It was an entirely different time,... looking back, it was a paradise. Now,... aside from the scenery, it's hard to recognize the place. Political and cultural decadence and idiocy has decimated what used to be, the best state in the union. A prior poster has made the point, "that billion dollars has to come from somewhere", and, yes it does,... Chevron, like some other petrochemical firms, finds itself literally trapped (in the financial sense) in a noose of greed, corruption, and stupidity. There is no hope of ever selling producing assets, as the mitigation and compliance costs are simply exhorbitant. Only hope is, to continue operating, to the end, which is sure to accelerate the end of the host corporation(s). California is Liberal idiocy, on parade.

I guess many of the folks who live in border towns inside California often leave the state to nearby gas stations in the border state to tank up for less money. Those CA politicians who impose the mandatory seasonal gasoline blends are plain crazy. It makes no sense at all.

There are no external pipelines allowing refined gasoline to flow into the state. There are pipelines for intrastate gasoline shipping.

WTF OP, are you serious saying there's "No Pipelines" in California? That state has thousands of miles of pipelines. I'm aware of a lot of fuel pipeline decommissioning in the state, especially the older lines in highly populated areas, but not all fuel pipelines. California still has plenty of pipeline mileage transporting crude, chemical, natural gas, and refined products.
