Intel grew from ~20k employees to 60k+ between 1992 to 1995, with most of the new hires straight out of college. Most of these people are becoming eligible for early retirement over next two years. I know at least six of these people who were not eligible last time, but would take ERP if offered. You will meet your numbers without impacting moral of hard-working people who want to contribute.

OP - keep in mind Intel makes logic, but doesn't use it.
OP is using logic, but one must remember that HR and executive board do not use logic. They will rid themselves of whomever they want and penalize those that want to leave by making them stay. The reason? Get rid of them when there is absolutely no package to save some add'l money.
I agree with @alz. I heard that any packages going forward will not be as nice as the last one (2016 ERP). Thank GOD I got that one as I had been counting down for years till i was eligible and wanted OUT BADLY*.
