Oversea cash does not matter, at all. They are held in US Bank like BoFA in places like Ireland or Brussells. The company basicly gets the abality to borrow in USA at 25bps against those deposit. So if Corp has a billon dollar in say Ireland Citi, Citi has has no risk lending 100% aginst that and pocketing some fees for risk free services. Pols are making a big deal out of nothont
