just having a PMP certification qualifies one to be a project manager. in marketing we have many of them, we call them PIMPs.

I was a TL before my layoff. Yes some of the groups TL's are not expected to provide any Techinical support only project management and so called "INFLUENCE PEOPLE" .Was crap, no focus on results. Runied my last 3 years staying back.

It's typical. Cisco always cuts the PMs, then hires back a bunch. And then they hire a bunch of young ones that don't know how to handle strong personalities (ie Architects...fussy bunch) and need mentoring, but there is no one to provide mentoring.
