It will not cancel automatically - I called them about another matter in November and they told me that I needed to call them back this month to tell them that I won't be needing it.
If you do not pay it, your COBRA insurance will simply lapse on Dec. 30th. If you are already covered by another insurance policy, then there are no worries. If you want to confirm this for yourself, just call the Intel Benefits hotline.
Ignore it.
