All what they need to do is to let companies bid for visas. So, you open a batch of 10 visas, you say - who wants to pay for this batch 1000 bucks or so... The numbers would go through the roof but you'd have a situation where the little guy who actually needs a real skilled engineer gets an allocation. They are willing to pay. I spent 11 years at Intel, I work in a 45 person shop right now - there is a couple of positions we'd like to fill but we cannot find technically sound candidates. We'd pay up to $150K for this role - but unless your are IBM or Infosys you stand no chance. They flood the market with 1000s of applications, they pay for all of them 1000 bucks a pop in hope that 1 of ten will go through.

Not sure that cancelling H1B program (or reducing it) would open up 100K jobs for Americans or fill many jobs in the 3-7 grade range as many of the Americans capable/willing to do this are not viewed as "desirable" by companies. Yes I am talking about the 50+ American White Male. Now yes there is some dead wood in that group, but for the most part, there are very good people. The other day my ex-manager got a job reference call on me from a state agency, my manager told them that he would love to have me back, however Intel wants a cheap URM instead.

Exactly OP - I have nothing against the H1B, in fact I have a great deal of respect for Indians at Intel, they are smart, respectful and very much capable of delivering. But where I have a problem with the H1B is when it is being used to fill jobs that people in the USA can fill. Examples are grade 3-7 grade engineers, or FLM, or in Marketing and sales.

You don't need to cancel it. The very best from India are worth 2x. The average Indians shouldn't displace Americans.

Also every h1b hire should require personal sign off by an American. Who is held legally accountable for that hire

OP here. Thanks. This has two benefits. Enforces what h1b are supposed to be used for. Also is self reinforcing more h1b more expensive. If there is a shortage then this policy would start making engineer more attractive to the native population as salaries go up.
