Just to be clear, filing an EEOC complaint is not breaking a severance agreement. People have even sued companies after accepting a severance agreement and they did not have to pay anything back. I researched many work discrimination cases and there were many different outcomes.

yes the EEOC can fine Verizon. They have done it in the past.

I had an EEOC claim. They investigate and then determine whether to fine and/or provide you a letter clearing you as an individual to sue on claims that you reported to them. You may also sue on EEOC claims without a letter from the EEOC, but it's worthless. I had plenty of legal counsel on this.

Signing the Verizon severance package says that you forfeit the proceeds of any lawsuit, which makes it worthless to sue at that point. That is a fact!
