The problem with Oracle is that just to maintain it's current profitability it's having to buy up all these smaller cloud companies and it is not doing well in it's legacy business or growing cloud organically through it's systems that are costly. Think of the drastic measures coming up in those BU's to cut costs fast.
It's not a law and how would these even prevent oracle from shedding jobs? How many federal contracts does oracle have?
You may want to Google the term Outsourcing Prevention Act.

Many years ago at Oracle an engineering manager from India once told me he would not be surprised to see Oracle become an Indian company.
Indian government has agreements in place with tech companies to employ Indian workers. As trade for getting to sell in the India market.
