Most companies participating in wireless standards meeting, to bargain for some features which will benefit them. Everyone comes with an array of features and push for that to be standardized. For example: A protocol spec is of contention and lets say Qualcomm has come up with a solution. If Intel or Broadcom has an opposing solution then it will be ratified and one of them will be chosen. If intel or broadcom dont have an opposing solution then Qualcomm solution will be standardized. Problem is that Qualcomm could have this solution already implemented on their products which will create a gap between - example - qualcomm modem and intel modem.
LTE-U is one such example. Qualcomm has pushed this solution through while most of other mobile vendors have remained quite. Qualcomm will end up driving customers, suppliers, test equipment vendors and end up creating boot load of patents as well.
