With Cisco stock hitting $32.62, I am wondering if this is the right time to offload all the Cisco stocks including the ones that have not yet met the qualifying date. What are the consequences of selling stocks before qualifying date?

Depends what country you're in. It's only applicable for US citizens. Changes the Tax you pay.
