We're so far behind that our server farms are "new" or non-existent. Cloud infrastructure team scaled-back their grand expansion after realizing that it would be far too large to support the modest subscription growth.

MH is lying and dreaming. Amazon and Microsoft cloud are light years ahead of OPC. Just go get a free Amazon cloud account (no credit card needed) and take a look at the PAAS, IAAS services Amazon offers. It's 100x more than OPC.
