Hira is wrong on this.
Most of the H1B visas are used by Indian outsourcing companies like Wipro, Tata, and Infosys. They pay just above the "prevailing wage" ($60K) so they don't have to make an effort to try to hire American workers.
If the prevailing wage is raised to $100K, the business model for these Indian outsourcing companies become less economical. It would be like raising the minimum wage at McDonalds to $20/hour.
It won't end the problem of getting a bunch of incompetent Indians who take the job of incompetent Americans but at least it will crimp the business model for the the Indian outsourcing companies.
Also, this bill is a start. Don't think this will be the last word on H1Bs. I think AG Sessions will make an example of a Silicon Valley company (maybe one that was in the tank for Hillary) that abused the H1B visa.
