raise it broadly - I would not be surprised if the min for CA is made 90-100k range

Top kids coming out of college at the BA/BS level are getting 6 digits in MA so 90-100k seems extremely low to acquire people with unique (actual) experience that can't be found anywhere else.

The fact that no one is proposing far higher qualifications than "BA/BS from a paper mill and zero experience," giving the talent control of the VISA rather than the company they work for, and a better system to have what really is the best talent get a range of closed bids from companies so companies really would have to pay top dollar for top talent means it's still all smoke and mirrors.

this is one of the bills among many on h1 to be taken up by congress::

Highlights of the High-Skilled Integrity and Fairness Act 0f 2017:

  • Increases prevailing wage requirements to protect U.S. workers by replacing the current 4-level wage calculation with a new, more balanced, geographically based 3-level formula which eliminates the lowest wage level and puts upward pressure on the wages in the remaining levels.

Level 1 = mean of bottom 2/3 of wages surveyed

Level 2 = mean of all wages surveyed

Level 3 = mean of top 2/3 of wages surveyed

Prioritizes market-based allocation of H-1B visas as follows:

1) Employers paying 200% of level 3 prevailing wage, then 150% of level 3

2) Employers paying 200% of level 2 prevailing wage, then 150% of level 2

3) Employers paying 200% of level 1 prevailing wage, them 150% of level 1

  • Removes the ‘per country’ cap for employment based immigrant visas so that all workers are treated more fairly and to move to a system where employers hire the most skilled workers without regard to national origin.

  • Raises the salary level at which H-1B dependent employer are exempt from attestation requirements to a new required wage level of 35 percentile points above the median national annual wage for Computer and Mathematical Occupations published by the Department of Labor Occupational Employment Statistics (roughly $132,000), which would be adjusted in the future without the need for new legislation, and eliminates the Master’s Degree exemption for dependent employers.

  • Sets aside 20% of the annually allocated H-1B visas for small and start-up employers (50 or fewer employers) to ensure small businesses have an opportunity to compete for high-skilled workers, while still protecting against outsourcing.

  • Removes visa hurdles for students and other temporary visa holders by building a bridge from F-1 student status to Lawful Permanent Residence.

  • Removes paperwork burdens by streamlining H-1B filing requirements and reducing administrative costs.

it seems the min salary bar for h1 application is $60k and last revised in 1989 or 1998 depending on who one asks.

the new bills in congress after due amendments will likely

  1. make the figure vary by region - CA/MA/NY/NJ/Seattle will be in upper end

  2. raise it broadly - I would not be surprised if the min for CA is made 90-100k range

  3. instead of random lottery of h1 applics (260k last yr vs 85k open), sort it based on offered salary and let the top 65k+20k get it on priority. this will cull the bottom feeders right there.

  4. its not a soln to ageism in industry or the struggles of the networking industry incumbents. older locals will still get hit by younger locals with less family and health issues and willing to work harder for less.

imho this is going to happen in some shape or form. the market already expects it and has priced it into the indian IT outsourcers today

In one brutal hour, shares of Indian IT companies crashed today, wiping out over Rs. 50,000 crore in the market value of top companies, after a bill was introduced in the US House of Representatives calling for more than doubling the minimum salary of H-1B visa holders to $130,000, from the current $60,000. A sharp rise in minimum salary will make it difficult for Indian IT companies to hire employees on H-1B visas to work on projects in the US, which contributes around 60 per cent of the export revenues of the Indian IT sector.

The BSE IT index, which is a benchmark of IT stocks, fell over 4 per cent. Shares of outsourcing giant TCS fell 5.6 per cent, Tech Mahindra 9.7 per cent, HCL Tech 6.3 per cent, Infosys 4.6 per cent and Wipro 4.23 per cent.

That may be the case, but it's not really saving Cisco any money. Prices for contractors are highly standardized because of Fieldglass. There is a set range for each job position and who fills that H1B or US citizen really makes no difference.

The only places where it really could come into play are through an indirect "the overall prevailing wage for the position is driven down" or in Managed Service, or SOW based contracts.

I'm not sure where the perception that H1B's were significantly underpaid compared to non H1B employees comes from. Over the 16 years that I was a manager I probably had about a dozen H1Bs and because of my involvement with university recruiting for engineering I was privy to info about many offers extended to H1B students.

I can say with certainty that there was no huge disparity among my employees. There was even a separate budget that was allocated to make sure that they were not paid below their peers. Other orgs, may be different, of course but none of the groups I managed had a differential based on immigration status.

Doesn't matter. Cisco is sinking. Most of the time H1B gets hit worse as dollar per head count of savings.

Yup. Not gonna happen.

The Trump pose will get him in a room and educate him on how the H1B program 'really' works (he doesn't have a 'faulkin' clue), will explain that the H1B Slave Labor Program is all that is allowing the US tech industry to stay alive and he will immediately back off. Remember he's a business guy (a sh!tty one) with a history of grinding cheap labor.
