Many of those Indians and Chinese are probably U.S. citizens or Green card holders, so they are Americans.
I remember when the American automakers were complaining that the Japanese automakers had more lobby clout than they did. It was then pointed out to the American automakers that the Japanese employed more Americans than they did. It works the way you describe sometimes.
