I've been at Intel for 20 years. There have been performance based layoffs every single year. For most of the last decade there have been "your budget has been decreased X%" layoff as well. Same this year.

There will be very little Engineering left in Swindon.

Large impact in Munich also.

Performance based layoffs are happening now!

ACT was performance based layoffs, not business unit headcount driven layoffs.

Management didn't have the intelligence to identify units over headcount or under so they took the dumb management approach to appease wallstreet.
