There are no shortage of managers at Intel without either technical or management skills. Many are primarily adept at working at Intel.

My main problem is that most FLMs in Intel were promoted into that position BECAUSE of technical skills, when the main priority for a line manager should be people management skills, but Intel does not have any process for checking a new manager's people management skills before they get into a management position. The technical skill is supposed to be in the teams, and it is the line manager's job to ensure that those people can excel and perform to the best of their abilities.

Whoever thinks that line managers need to be the most technically skilled people in their team is firmly stuck in the 20th century. My best guess is that OP is an Indian, because the "Promote the a---kisser with the highest technical skill to a management position" philosophy is especially prevalent there.

Welcome back, agree but the problem is really at the SLM and PE level. I find many FLM good. The problem it falls off fast after that
