You can't officially do voluntary redundancy but there's nothing to stop a manager having an unofficial conversation to see if someone would like to be put forward...
Similarly there's nothing to stop an employee saying to their manager that they would like out at the first available opportunity.

Why is it a rumor? The same thing has been happening for the past 6 years. The staff by now should be conditioned and programmed to these LRs. Sooner or later your day will come.
