Not this go round but in the past I have seen managers walked.
Dell is a good ole boys club. See folks walking around 15 - 20 years you know the club.
I don't know about EMC storage, but at Dell storage not a single manager from NDC/MDC got axed.
Managers are never sacked at Dell. Spread Sheet Management is done to ensure that employees take the beatings first. Managers are puppets in this. They are safe no matter what they make their numbers or not.
Managers , ORSD's, are all useless at Dell. If one has a gift of gab they can become managers at Dell. Managers never get fired it is the peons who do all the time for the work.
The managers are next. You need the managers to sack the workers, then the manager of managers sacks the managers.
Not a single manager has been axed in my building.
Engineers do real work, not managers.
