I've been with Intel for the past few years, in the IT world for over 15. The thing I've noticed is the most useless people migrate to HR. Within anot organization like Intel. Hell, it's one of the few places you can get a job with a degree in gender studies. (Hint there are two. What's to study.)
The funny thing about Intel Human resources is that they don't actually like any humans.
I am a front line manager in Germany, and nobody in my team knows the HR person who is responsible for us. She hasn't bothered to visit us even a single time. Same for the one who came before her. Same for the one who came before her. Same for the... yea, they change quite frequently.
I really wonder what those dorks do all day. Heck, EVERYONE I know at Intel Germany wonders what they do all day. Perhaps their Internet access should be restricted, so they stop surfing the Internet seven hours a day. I still can't believe that people from my team got packages in ACT, while the useless HR remained intact.
We in HR are a-wipes simply because we have to deal day to day with whining cry babies. It is so stressful we must WFH to get any work done.
Ask Intel HR to show up in the office daily and watch 80% of them quit work at Intel.

I remember in 2015 when I needed my HR person during ODI, she said she lives 4 hours away from Intel office and can not meet me in person to sort my problem.
