Well, durrr, that was the whole point. The H1B program was not set up to address the shortage of skilled labor, it was set up to address the COST of skilled labor.

@MlfYSKW-1tga - nobody seems to ask the executives to stop looking for better pay when they change jobs, so why are the engineers at fault for wanting to get their share of the big bucks passing through the tech economy? Recall that there were illegal 'no poaching' agreements between the big SV corporations that drove salaries down for engineers.
Some of the blame must fall to the engineers. Constant job switching to get the bigger pay check is driving up the cost of "doing business" and the need to bring in cheaper labor.
The innocence is the hard-working good-faith intention of the people themselves, using their intelligence to strive for the opportunity for a better live for their families abroad...but in the big scheme, they have essentially been turned into pawns in the global H1B che$$board game of profit$ versus government.
Yep, 1mxx. Indians are not to blame. Anybody else in the same position as them would jump at the chance for a high paying job in the networking industry. Blame CEO's, execs and Wall Street as you say. They are the ones who are to blame.
Instead of blaming Indians, blame your own CEOs, execs, Wall Street greedy bankers whose demands are endless and politicians that are funded by these wealthy profit monger businesses
