Each business unit has their own metrics. In casualty for instance - the FUW got 98% (adjusted for their own performance) while the TUWs got 90%.
Hancock was referring to the overall state of the company, not any specific BU.
Regarding his comment last about raises. He was not referring to Salary. He was referring to Total Comp which is salary + bonus. That was a true statement, just not the way we like to think about compensation.
Probably based on the same alternative facts that said that >50% of the company got a raise last year.
