Certainly can't be a promotion - except for a fancy CxO title of course. No operating responsibility; no team (7000 --> 0); no P no budget and nothing to build. Strategy cannot be separated from operating leads and still be effective. Also, with massive M GPU licensing and usage; on silicon FPGA integration ...). So pretty much an easy, cushy job going forward with not much influence.

It's possible she was marginalized. Aicha certainly has a spotty record on product delivery. However, it's more likely that she asked for this change. It has been almost one year exactly since Aicha resigned from Intel after they hired Murthy, and BK had to talk her into staying. Why would you beg an executive to stay at Intel only to sideline them a year later? A C-level promotion and escaping Murthy's power structure might have been part of the deal. Aicha worked for Murthy once before, years ago at Skyworks. She may not have wanted to repeat that experience at Intel.
Out to pasture, she won't be there long if she has any personal pride.
Don't know Aicha, but the last person I recall as Chief Strategy Officer was hired from outside, invisible, and quietly disappeared without a peep about 6 months later. So Aicha moved out gracefully likely, vs "promotion." Or maybe she hates working for Murthy...
