Why are the people in HR so upset?

Because they are in HR. They are incapable of any meaningful contribution.
The HR staff see how the sausage is made at Chevron. Those with ethics have left.
Their not upset, just busy giving the slackers PIPs.
Many this PDC season will manage to be moved back to their living room couch. Sad, but more layoffs on the way.
More than 75% of jobs that should have been in PDC were managed moves. There are not many desireable jobs nor has there been for 3 years.
Because some of them are malfunctioning robots.
Because, they know your fate more than yourself.
It's because they do not follow the PDC process. They exploit the loopholes.
Because they are next on the chopping block.
